- Giving low-paid workers a voice: will the Employment Rights Act deliver?
In this Policy@Manchester blog, Emma Hughes, Tony Dundon and Debra Howcroft discuss their research on the UK warehouse industry and offer guidance for strengthening worker voice. The blog outlines voice channels in this industry, interviews with workers and the research findings which show that: workers reported limited impact on decision-making in formal voice channels; performance management was not particularly opposed but it was rare for workers to input into these; some examples of workers engaging with voice channels to affect shifts existed; a lack of solidarity with temporary and agency workers fearing reprisals fragmented workforces. The team's research also highlights policy implications and suggestions. 14 July 2026

Jill Rubery has authored a blog for Forbes discussing the UK's new Plan 5 student loan scheme and its impact on women graduates. It highlights how extending the repayment period from 30 to 40 years may leave many women repaying student debt well into later life, while higher-earning graduates are more likely to benefit from reduced interest rates. Mat Johnson discussed the Fair Work Agency (FWA) launch for an article as part of his project Decent Work and the City. This new agency marks a shift towards stronger enforcement of employment rights, bringing together existing enforcement bodies and expanding powers to tackle issues such as unpaid wages, holiday pay violations, and worker exploitation. Eva Herman and Mat Johnson have written a piece for AMBS news outlining how they are striving to make Manchester's care sector sign up to the Real Living Wage. A variety of factors have impacted the sustainability of the care sector and both early childhood education and care, and social care for older people, continue to face major financial and staff crises. The team suggest embedding the real living wage within core strategies to make sure it's viable and that impact develops in often unexpected ways. 1 April 2026
- Why Keep Britain Working mustn’t forget the older generation
Sheena Johnson wrote a piece for People Management reviewing the report 'Keep Britain Working' and discussions of the growing number of young people leaving the workforce. This is only half the story as businesses also find it difficult to offer sufficient support and conditions for their older colleagues. 'The Employment Rights Bill sets out proposals to strengthen labour market protections, reduce welfare spending and tackle economic inactivity. It is positioned as a mechanism to deliver the broader policy objective to ‘make work pay’, which includes supply-side reforms designed to tackle unemployment and labour market inactivity. Jenny Rodriguez and Francisca Alvarez-Figueroa submitted written evidence for the Women and Equalities Committee, UK parliament. The team responded to this call for evidence in relation to (1) the barriers facing women seeking to start and grow successful businesses in the UK, (2) examples of best practice in supporting female-led entrepreneurship, and (3) steps the Government could take to help support the development of female-led high growth enterprises. This report is based on an integrative literature review exploring barriers to and enablers of female entrepreneurship. The report draws on over 220 published academic works, and specialist reports by governmental institutions and non-governmental organisations. March 2025

Isabelle Bi-Swinglehurst contributed to a parliamentary briefing "Consumer debt and mental health". Evidence suggests a two-way relationship between financial and mental wellbeing, with studies estimating that people with mental health issues are three or more times more likely to have problem debt. For more than a year, many of us have been forced to swap the office for home. Our towns and cities were turned into ghost towns overnight due to lockdown. But when restrictions are lifted, just how many will return to the office? The huge changes sweeping the UK labour market in the wake of the pandemic came under scrutiny at the parliamentary Women and Equalities Select Committee. The committee looked at a range of topics related to the current crisis and the effectiveness of various government support schemes that have been introduced, especially in terms of female workers.
In particular it discussed the design and implementation of the furlough scheme and the Self-Employment Income Support Scheme (SEISS). One problem with the schemes was that those who had to look after children in the lockdown did not have the right to take parental leave.

The COVID-19 pandemic has laid bare many inequalities across our society, in our city, across the nation and around the world. Key workers have been hailed as the heroes of the COVID-19 crisis, but many of these workers - cleaners, delivery drivers, and providers of other essential services - have long suffered from uncertain working conditions.
What are the benefits of improving conditions for key workers post-COVID-19.
